Position Objective:
- CICONIX, a Veteran-Owned Small Business (VOSB) specializing in Military and Veterans Healthcare programs, is looking for a skilled Data Analyst to support the Resource Management Office at the David Grant Medical Center (DGMC) located on the Travis Air Force Base in California.
Job Description:
- Business Planning Support:
- Provide dedicated, competent, timely and accurate support.
- Data Analysis Support:
- Design, analyze, and develop information products, technical reports/presentations for the DGMC staff as directed by the 60MDG/SGSR Flight Commander or designated appointee.
- Recommend, design, create, monitor, and sustain performance metrics and dashboards and apply/design suitable benchmarks for comparative measurement.
- Provide MDG Executive leadership a monthly snapshot Business Performance report by the 20th of each month.
- Resource Allocation Support:
- Develop Business Case Analysis (BCA), Return on Investment (ROI), and other analyses in the form of technical reports/presentations to support DGMC decision-making, perform audits and quality assurance activities, not to exceed 1 report per FTE per month and to be completed within 2 weeks of assignment.
- Optimization Support:
- Perform analysis of current operations and information systems; implement optimization and corrective actions; and develop strategies to integrate new/improved technologies with existing systems.
- Use and or develop predictive models for improving clinical operations and evaluate clinical currency, efficiency, and productivity.
- Decision Support:
- Mine, analyze, and craft data to create compelling, insightful, and effective data driven recommendations, presentations, and reports.
- Design impact analysis (qualitative/quantitative) to evaluate policy or benefit changes.
- Evaluate market viability (demographics, market competition, benefit penetration) for new service introduction/existing service optimization, External Use Lease (EUL), federal sharing opportunities, Military Health System Support Initiatives (MHSSI), Military Construction (MILCON), Manpower studies and/or for any other optimization efforts.
- Support sanctioned projects and optimization activities with analysis, data mining, coordination, recommendations, implementation, monitoring, and continuous improvement.
- Prioritize projects to meet internal and external suspense dates or request extensions as needed. Meet original suspense date if extension request is not granted by the 60MDSS/SGSR Flight Commander or designated appointee.
- Provide Data Analysis to Mine data via the DOD M2, GENESIS Electronic Medical Record (EMR) and other DHA medical data sites and systems efforts. Provide queried data & snapshot of MHS Genesis or the DOD M2 Data Mart within 3 business days of request. Volume of request will be monitored by FRED and not to exceed 5 requests per business day.
- Provide a monthly presentation of the 60 MDG Business Plan Performance to Executive Staff. Brief must not exceed 30 minutes.
Qualifications:
- Bachelor’s degree in a related discipline required.
- A minimum of 5 years’ experience in Defense Health Agency Medical Systems with experience in systems and processes or equivalent Civilian experience.
- Basic Life Support (BLS) or Cardiopulmonary Resuscitation (CPR) certification.
- Knowledge of:
- Quality analytical support within a military healthcare organization with ability to communicate recommendations and implement solutions to improved data quality.
- Financial reimbursement methodologies and components (Prospective Payment System (PPS), Medicare, Relative Value Unit (RVU), Relative Weighted Product (RWP), Civilian Health and Medical Program of the Department of Veterans Affairs.
- Integration of business plans goals to meet the objectives of the MTF and DHA.
- Subject matter expert in Data Analysis, Business Planning and developing visualization tools in a business intelligence software tool.
- Group Practice Management and Coding to include knowledge of DHA Medical Expense and Performance Reporting System (MEPRS0/ Defense Medical Human Resources System Internet (DMHRSi), Manpower Program, Finance, Referral Management and Access to Care.
- Communicating complex concepts in writing and their effects/impacts on the target environment such as a lay audience is capable of understanding to include experience working with MTF leadership and action officers in support of DHA optimization activities
- Level 4 or 6 Medical mart (M2) access and commensurate proficiency with MIIS data and source data systems, corporate data marts and data warehouses.
- Analyzing and evaluating business strategies to determine enterprise feasibility and ROI. In-depth understanding of the MHS Genesis tables and processes utilized within MTFs to input data into the system.
