Job Description

Title: Project Manager

Location: Remote

Duration: 12+ Months

Roles/Responsibilities:

  1. Assigned Personnel will demonstrate the required technical skills and reliability to assist the State in completing the project consistent with the Directives of the ADS EPMO Portfolio Manager, and the objectives set forth in the Project Charter, approved business case or guiding principles and other associated project documents.
  2. The contractor will work with the project team to ensure that all deliverables meet the quality standards as defined by the State including that each project be successfully executed and completed on time, within scope, and within budget using State-approved principles as set forth herein.
  3. Assigned Personnel must behave and perform in a professional manner.
  4. Deliverables:
  • Document Management: Organize and archive project artifacts in State-designated repository (as needed).
  • Project Schedule: Create and maintain an updated Project Schedule using the project scheduling tool prescribed by the EPMO to reflect activities, dependencies, milestones, start and end dates, assigned resources, and percent of tasks completed to ensure project milestones and deliverables/outcomes are achieved. Ensure/Participate in weekly updates to the Implementation Master Schedule with Implementation vendor (created in initiation phase, updated weekly through close-out).
  • Project Status Report: Provide detailed project status reports using State's Project Management Tool (PPMT) (weekly).
  • Risk/Issue Management: Create and maintain risks/issues in PPMT; Provide recommendations to address new project issues and risks where applicable. (updated weekly; Risk Meetings to be held monthly unless otherwise approved by the State).
  • Facilitate Project Activities: Facilitate and manage all project activities, including State's procurement process (ongoing).
  • Stakeholder Analysis: Produce/update stakeholder register (ongoing).
  • Meeting Facilitation: Facilitate project meetings including but not limited to risk/issue review meetings, status meetings, backlog grooming sessions, release planning meetings, change review meetings and other meetings upon request. Produce agendas (24 hours before) and minutes (24 hours after) (as needed).
  • Track Project Financials using EPMO Project Management Tool: Create/Update project budget records. Enter/Update EPMO Project Management Tool with actual expenditures for financial/budget tracking purposes. (monthly or as change requests approved).
  • Decision Log: Track project decisions (as needed).
  • Action Item Log: Track project action items (as needed).
  • Change Management: Work with the EPMO IT Portfolio Manager and State governance committees to ensure impacts from changes to scope, schedule, budget, risk, or resources for any particular project are reviewed and understood before a change is undertaken, and that any such changes are formally accepted using a State approved Change Request Form. Track project changes in the (PPMT). (as needed)
  • Deliverable Matrix: Track all project deliverables by use of a deliverable approval matrix (As needed)
  • Approved Deliverable Expectation Documents (DED): Ensure successful completion of all Implementation vendor Deliverable Expectation Documents (DED) (Once per implementation deliverable (per schedule))
  • Approved Deliverable Acceptance Form (DAF): Ensure successful completion of all Implementation vendor Deliverable Acceptance Form (DAF) (Once per implementation deliverable (per schedule))
  • Conduct Lessons Learned: Conduct lessons learned activities and produce lessons learned report (Once – at completion of project.)
  • Project Closeout Report: Produce Project closeout report (Once – at completion of project)
  1. Contractor Project Manager will complete the activities recognized in the EPMO project lifecycle (Enterprise Project Management Office | Agency of Digital Services (vermont.gov)) and will produce project deliverables according to same and as directed by the State, using Azure DevOps, the EPMO’s project management tool and Microsoft Office products in v2007 or newer (Word, Excel, Project, Visio, etc.), and Adobe PDF, or other formats as acceptable to the State
  2. Be fully competent in conducting lifecycle approach to support program/project needs.

Mandatory Skills:

  1. Strong organizational skills
  2. Effective written and verbal communication skills
  3. Ability to maintain document repository organization
  4. Assisting to ensure agreed upon planning documentation is adhered to
  5. PMP Certification
  6. HIPAA training/compliance
  7. Proficiency in EPMO project management tools (e.g., Azure DevOps, PPMT, Microsoft Office suite including Word, Excel, Project, Visio)
  8. Experience creating/maintaining project schedules, status reports, risk/issue logs, budgets, stakeholder registers, decision logs, action item logs
  9. Ability to facilitate meetings and manage project activities
